shall be unlawful for any person to distribute or dispense, or possess
with intent to distribute or dispense, or manufacture with intent to
distribute or dispense, drug paraphernalia, knowing that it will be used
to plant, propagate, cultivate, grow, harvest, manufacture, compound,
